LETTERS

(SANCTION HAMAS & HIZBALLAH) Gallagher-Suozzi letter to Yellen & Blinken: On 12/21, Reps. Gallagher (R-WI) and Suozzi (D-NY) led a letter, cosigned by 20 colleagues (bipartisan) calling on the Biden Administration to “to impose sanctions on, individuals involved with the use of human shields by Hamas and Hizballah, as well as foreign persons, agencies, or instrumentalities that knowingly and materially support or direct the use of human shields by these groups, as required by the “Sanctioning the Use of Civilians as Defenseless Shields Actaka, the “Shields Act” (HR 3342, covered in the 12/14/18 edition of the Round-Up, as well as prior editions), which was signed into law by then-President Trump on 12/21/18 (and which actually required action by the Executive on this matter by 12/21/19 – action that was not taken by the Trump Administration). (IAEA MUST HOLD IRAN ACCOUNTABLE) Cuellar-Arrington letter to Blinken: On 12/15, Reps. Cuellar (D-TX) and Arrington (R-TX) led a letter, cosigned by 19 House colleagues (bipartisan) to SecState Blinken, “to express our growing concern with Iran’s advancing nuclear program and continued failure to cooperate with the International Atomic Energy Agency (IAEA) inspectors.” The letter asks that “the U.S. lead an effort at the IAEA Board of Governors next time the agency meets and addresses its concerns with Tehran’s actions” and argues that it is “vital that the United States lead the way in holding Iran accountable for its violations of international agreements and clearly demonstrate to the Iranians that there is a high price for intransigence”. The letter closes with: “The Administration must demonstrate clearly to the Iranians that there will be a high cost for continued refusal to cooperate with the IAEA. (WE <HEART> AN ISRAEL EXCEPTION TO VISA WAIVER PROGRAM REQUIREMENTS) Rosen-Scott et al letter to Blinken & Mayorkas: On 12/15, Sens. Rosen (D-NV) and Scott (R-FL), along with 16 bipartisan Senate cosigners, sent a letter to Homeland Security Secretary Mayorkas and SecState Blinken “in support of certifying Israel as an eligible country for participation in the Visa Waiver Program (VWP)…” The letter offers a number of arguments for why this certification would be good for the US, none of which have anything to do with the actual legal requirements to qualify for the program [In tweets about the letter, Rosen emphasized that “Israel is one of our closest allies and an important trading partner. Adding Israel to our Visa Waiver Program will benefit our economy and enhance our national security” and Scott argued that “We must make clear that the U.S. stands & supports our great ally & the Jewish people.” Again, these arguments have nothing to do with the actual requirements for qualification for the VWP. In particular, the letter (and tweets) ignore the fact that Israel does not meet the requirement for reciprocal treatment of U.S. citizens (with respect to entry, Israel systematically profiles/discriminates against Muslim Americans and Arab Americans). Which means, in effect, that these members of Congress are asking for an Israel exception to the VWP requirements – one that would, in effect, hold Israel to a lower standard than other nations by allowing its citizens to travel freely to the US without visas, while giving a green light to Israel systematically discriminate against some American travelers based on their ethnicity/religion.
