(IRAN SANCTIONS) HR 733: Introduced 2/2 by Steil (R-WI) and four GOP cosponsors, “To authorize the Secretary of the Treasury to require special measures for domestic financial institutions in connection with INSTEX, and for other purposes,” aka, the “Stop Evasion of Iran Sanctions Act.” As noted in Steil’s press release, the bill “prevents those trying to avoid U.S. sanctions against the Iranian regime by using a loophole known as INSTEX.” The bill was previously introduced in 2020 (HR 6015). Referred to the Committee on Financial Services.

(US-ISRAEL COOPERATION ON PTSD) S. 221 & HR 852: Introduced 2/4 in the Senate by Moran (R-KS) and Menendez (D-NJ) and 2 other cosponsors; and in the House by Waltz (R-FL), Luria (D-VA), and 4 other cosponsors, “A bill to direct the Secretary of Defense to carry out a grant program to increase cooperation on post-traumatic stress disorder research between the United States and Israel.” Referred to the Senate Committee on Foreign Relations and the House Committee on Armed Services, respectively. (SENATE AMENDMENT-PA-LOOZA/VOTE-A-RAMA) S. Con, Res. 5: This week the Senate took up S. Con. Res. 5, “A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2021 and setting forth the appropriate budgetary levels for fiscal years 2022 through 2030.” This bill always attracts a ton of non-germane, grandstanding amendments, and this year was now different, as Senate Republicans – newly installed as the minority party – introduced loads of amendments intended to score points at the expense of Senate Democrats (by the end a total of 889 amendments were offered – the Republican Policy Committee has a tracker here – links in it sadly don’t seem to work). These include a plethora of amendments related to (yep, you guessed it) – Israel and Iran. Of these, only one was considered/passed — but make no mistake, the rest are useful hints of what is likely to come. See Section 2, below, for details of amendments.
Letters
(DON’T GO BACK TO JCPOA) GOP Letter to Biden: On 2/3, Rep. Murphy (R-NC) led a letter, signed by 51 House Republicans, urging President Biden not to re-join the JCPOA. Press release is here.
(HOLD SAUDI ARABIA ACCOUNTABLE) Wyden/Merkley letter to Blinken: On 2/3 Sens. Wyden (D-OR) and Merkley (D-OR) sent a letter to SecState Blinken urging the Biden administration to hold the Saudi Arabian government accountable for helping Saudi nationals accused of crimes flee the United States to avoid trial. They write: “We urge you to do what the Trump administration would not: impose consequences on the Saudis for their indefensible behavior. We also urge you to seek a waiver of any relevant immunity for Saudi officials who engage in this type of activity so that they may be prosecuted to the fullest extent of U.S. law.” Press release is here.
(GRANDSTANDING RE: JERUSALEM) House GOP letter to Blinken: On 2/3, Rep. Biggs (R-AZ) led a letter, signed by 97 House colleagues, urging SecState Blinken to oppose any effort to to move the US Embassy in Jerusalem back to Tel Aviv [note: the Biden Admin has already made clear it won’t consider moving the embassy back]. Press release is here; many cosigners published tweets/press releases celebrating their proud defense of Jerusalem and Israel with this letter — check Twitter and member websites to find them (many are listed on Biggs’ press release).
(REINSTATE SANCTIONS AGAINST ISRAEL BILLIONAIRE) Meeks et al letter to Yellen: On 2/3, Reps Meeks (D-NY), Bass (D-NY) and Himes (D-CT) sent a letter to Treasury Secretary Janet Yellen, urging her to reinstate sanctions [lifted by Trump in his final days in office] against Israeli billionaire Dan Gertler, who is “credibly linked to corruption in the Democratic Republic of the Congo (DRC).” Press release is here.
(ISRAEL, COVID VACCINE & THE PALESTINIANS) Bowman letter to Israeli CG in NYC: On 2/1, Rep. Bowman (D-NY) sent a letter (posted on Twitter) to Israeli Consul General in New York Israel Nitzan stating that he was “heartened to read that the Israeli government has recently agreed to transfer 5,000 doses of the vaccine to Palestinians to immunize front-line medical workers, but the entire population in the West Bank and Gaza must also be covered.” The accompanying tweet states: “Every single human being has the right to be protected from the global enemy of COVID-19. This week, I wrote to the Israeli Acting Consul General Israel Nitzan about distributing the vaccine to Palestinians, and I’m looking forward to meeting with him soon.”
The letter comes on the heels of last week’s adventure, when Bowman tweeted and then (after howls of outrage from defenders of Israel) deleted a comment stating “Netanyahu must ensure that both Israelis and Palestinians have access to the Covid vaccine. This cruelty is another reminder of why the occupation must end,” linked to Tweet by IfNotNow to Haaretz article – “Democratic Lawmakers Slam Israel for Not Vaccinating Palestinians in Occupied West Bank. Rep. Newman (D-IL) re-tweeted Bowman’s letter, noting “COVID-19 does not see or care about nationality, borders, or religion. I stand with @RepBowman in ensuring that every effort is being taken so that Israelis and Palestinians have equitable access to vaccines.”
Israeli Consul General Nitzan responded to Bowman on Twitter: “Thank you @RepBowman for your sincere letter. I believe the situation is more complex & I see it differently, but I appreciate the opportunity for an open conversation about your concerns. I look forward to a meaningful relationship based on mutual respect.” That tweet included a link to Nitzan’s 2/1 article making the case that accusations that Israel has an obligation to provide vaccines to Palestinains is “cynical propaganda” against Israel.

2. Sentate Budget Resolution Amendment-Palooza
As noted above, on Feb. 4-5, the Senate took up on the Senate floor S. Con, Res. 5, “A concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2021 and setting forth the appropriate budgetary levels for fiscal years 2022 through 2030.” This bill always attracts a ton of non-germane, grandstanding amendments. This year was no different, as Senate Republicans – newly installed as the minority party – introduced loads of amendments intended to score points at the expense of Senate Democrats. By the time the amendment period closed, a total of 889 amendments had been offered (the Republican Policy Committee has a tracker here – links in it, sadly, don’t seem to work).
The introduced amendments include a plethora of amendments related to — yep, you guessed it – Israel and Iran. Of these, only one was considered/passed — but make no mistake, the rest are useful hints of what is likely to come. See Section 2, below, for details of amendments.
IMPORTANT NOTE: As of this writing, the Congressional Record for February 4 has still not been published (in all likelihood because the Senate was in session all night finishing up with this very bill). As a result, text is available for only amendments submitted on February 3 (1-47 are here, 48-546 are here). Below are details of Middle East-related amendments from those first 546, plus some information gleaned from the RPC tracking document related to the remaining 343 amendments. - (JERUSALEM EMBASSY) SA 786 – Inhofe (R-OK) and 20 GOP cosponsors: “The Chairman of the Committee on the Budget of the Senate may revise the allocations of a committee or committees, aggregates, and other appropriate levels in this resolution, and make adjustments to the pay-as-you-go ledger, for one or more bills, joint resolutions, amendments, amendments between the Houses, motions, or conference reports relating to the United States Embassy in Jerusalem, Israel, maintaining its current location, in Jerusalem, and level of operations, which may include current funding levels and security, by the amounts provided in such legislations for those purposes, provided that such legislation or those purposes, provided that such legislation would not increase the deficit over either the period of the total of fiscal years 2021 through 2025 or the period of the total fiscal years 2021 through 2030.” Passed by a vote of 97-3, with the only “no” votes coming from Sanders (I-VT), Warren (D-MA) and Carper (D-DE). As a reminder, the Biden Administration has not only NOT suggested it would move the embassy out of Jerusalem, but has gone so far as to state explicitly this will NOT happen. Which proves that from the point of view of Congress – on a bipartisan basis – grandstanding on Jerusalem continues to be viewed as good politics.
