(BUNKER-BUSTERS FOR ISRAEL) HR XXXX (pdf): From Jewish Insider 3/18/22: Reps. Josh Gottheimer (D-NJ) and Brian Mast (R-FL) are reintroducing their billto provide Israel with so-called ‘bunker busters’ — the largest non-nuclear bomb in the U.S. arsenal —  Jewish Insider has learned. That weapon could allow Israel to independently strike at Iran’s best-protected nuclear facilities. ‘We must prepare for the serious threat of a nuclear-armed Iran when key provisions of the deal expire. That’s why I’m proud to introduce this bipartisan bill to defend Israel from Iran and Hezbollah, and reinforce our ally’s qualitative military edge in the region with ‘bunker buster’ munitions,’ Gottheimer said in a statement to JI. Mast said, ‘Since the radical Islamists took over in 1979, the Iran regime’s goal has been destroying the Jewish homeland, Israel. We cannot sit silent while they continue trying to wipe Israel off the map… Israel must  have the tools it needs to protect its people against Iranian aggression.’”

LETTERS

(CONCERN OVER IRAN NUCLEAR TALKS) Diaz-Balart letter to Blinken: On 3/18/22, Rep. Diaz-Balart (D-FL) sent a letter to SecState Blinken expressing his “profound concern regarding reports on the negotiations toward a return to the failed [sic] Joint Comprehensive Plan of Action (JCPOA, or “Iran Deal”), particularly at a time when energy security is a crucial global priority.” The letter closes noting: “If these reports are accurate, we have ample reasons to be concerned by the pending Iran Deal. Russia’s war on Ukraine has revealed in stark reality [sic] how difficult it is for the world to restrain a nuclear power intent on attacking its neighbors We must not find ourselves in the position of trying to restrin a nuclear Iran bent on terror and destruction.” Diaz-Balart tweet is here.

(DEFENDING ENDORSEMENTS) AIPAC letter to supporters: On 3/18/22, after coming under intense fire for endorsing in the upcoming elections dozens of Republicans who have supported/promoted efforts to overturn the results of the last presidential election, AIPAC fired back with a letter to supporters this week defending its conduct. Most notably, AIPAC defends its policy of ignoring literally ANYTHING else a candidate may do or believe or stand for other than his/her position on Israel, by raising the prospect of a day when Israel — which possesses nuclear weapons, and maintains with US support, as a matter of US policy, a “qualitative military edge” over the rest of the region (i.e., the ability to defend itself against any combination of threats from its neighbors) — might find itself in the position the Ukraine is in today. AIPAC writes (with apparently zero sense of irony, given either Israel’s military power or its own role as a military occupier of the Palestinians), “What are the stakes? Ask President Zelenskyy. His nation faces a war of extinction – a war which will determine whether his nation exists in the coming months. And here he is, pleading to the United States for bipartisan support to deliver him and his people. We can only pray help will arrive in time. Israel can’t afford to wait for such a moment of peril. Our job is to make America’s friendship with Israel so robust, so certain, so broadly based, and so dependable that even the deep divisions of American politics never imperil that relationship and the ability of the Jewish state to defend itself.

(TELL US ABOUT PLANS TO OBTAIN OIL FROM IRAN ET AL) Comer et al letter to Blinken: On 3/17, Reps. Comer (R-KY), Franklin (R-FL), and GOP members of the House Oversight Committee sent a letter to SecState Blinken (summarized in the press release as) “requesting a member-level briefing and all information on the Biden administration’s plans to obtain oil from Iran, Venezuela, and other hostile foreign countries instead of encouraging energy production in the United States.” Press release is here. (MONITORING US CONDUCT OF FOREIGN PARTNERS, INCL KSA & EGYPT) Malinowksi et al letter: On 3/17/22, Al-Monitor reported that “Congressional Democrats are questioning whether the State Department is adequately monitoring the conduct of Saudi Arabia, Egypt and other recipients of US military aid who are known to harass critics living inside the United States. ‘We write you amid a growing trend of the extraterritorial persecution, intimidation, and censorship of US citizens, legal permanent residents and others residing in the US face at the hands of US partners around the world,’ read a letter spearheaded by Rep. Tom Malinowski (D-NJ), which was shared exclusively with Al-Monitor. In the letter sent Monday to C​​omptroller General Gene Dodaro, the group of 12 House Democrats point to Title 22 USC Section 2756, which bars the State Department from providing arms export licenses, letters of offer or other forms of security assistance to countries that engage in a ‘consistent pattern of acts of intimidation or harassment directed against individuals in the United States.’ The lawmakers called on the Government Accountability Office to conduct a study of the State Department’s enforcement of the law, including its process for identifying patterns of transnational repression. They also want to know if, for purposes of enforcing the law, the FBI is sharing with the State Department evidence of countries threatening individuals in the United States and whether such behavior has ever changed the eligibility status of a foreign military sales recipient.”

(ATTACKING AMNESTY INTERNATIONAL) Wasserman Schultz (D-FL) et al letter to AI: On 3/15, Rep. Wasserman Schultz (D-FL), led a letter, cosigned by 10 Jewish House members, to Amnesty International Secretary General Agnès Callamard. The letter calls on AI to “denounce” recent remarks by AI USA Executive Director Paul O’Brien, and says these remarks, “coupled with Amnesty International’s report released last month, appear to be part of Amnesty International’s continued dangerous degree of bias and denial of Israel’s right to exist as a Jewish state.” The letter also calls on AI to clarify, “whether or not it seeks to advance peace for both Israelis and Palestinians; whether or not it accepts Israel as a democratic, Jewish state; and whether or not it supports a Palestinian state living side by side with Israel with mutual security, peace and prosperity.

This letter is part of a broader bipartisan meltdown in Congress this week over O’Brien’s recent appearance at the Woman’s National Democratic Club, first reported in Jewish Insider by Gabby Deutch, in an article headlined Israel ‘shouldn’t exist as a Jewish state,’ Amnesty USA director tells Democratic group. These comments largely boiled down to support for Israel’s existence, but opposition to Israel existing as an apartheid state – consistent with international law that is the foundation for Amnesty’s recent report. What drew particular outrage was O’Brien’s statement: 

“…my gut tells me that what Jewish people in this country want is to know that there’s a sanctuary that is a safe and sustainable place that the Jewish people can call home. But I think they can be convinced over time that the key to sustainability is to adhere to what I see as core Jewish values, which are to be principled and fair and just in creating that space. I think most Jewish people in this country would like to see the both/and of a safe Jewish space…A safe Jewish state, and that state not to be built on a legal system of disenfranchising people in that country. I don’t think that’s a comfort zone for the Jewish community.”

As I noted on Twitter: “The outraged reactions to this statement suggests that O’Brien is wrong, at least when it comes to a vocal contingent of US supporters of Israel whose comfort zone has not trouble accommodating and defending Israel as a state built on a legal system of disenfranchises people” and “Reminder: Just because defenders of the Israel status quo tell you comments about Israel are outrageous or antisemitic doesn’t mean it is true.”

In addition to the Wasserman Schultz-led letter, all Jewish House members came together to issue a statement condemning the comments (and doubling down on criticism of the AI report on Israel). And of course, there have been Tweets/statements by individual members: Auchincloss (D-MA-4), Bacon (R-NE-2), Cohen (D-TN-9), Cotton (R-AR), Frankel (D-FL-21), Gottheimer (D-NJ-5), Gottheimer (D-NJ-5), Hoyer (D-MD-5), Luria (D-VA-2), Nadler (D-NY-10), Nadler (D-NY-10), Rice (D-NY-4), Schneider (D-IL-10), Sherman (D-CA-30), Stanton (D-AZ-9), Stevens (D-MI-11), Deutch (D-FL-22)

Notably: while all of these members are outraged at the suggestion that there is a contradiction between Israel being a “Jewish state” and core Jewish values (like not disenfranchising and discrimination against non-Jewish people living in that state and in areas controlled by that state) not a single one of them has so far had a word to say about the Israeli Knesset earlier this month passing a law that (once again) explicitly discriminates against Palestinian citizens of Israel with respect to family reunification. And notably – if in the past defenders of Israeli actions sought to frame this law as only about security (notwithstanding the fact that such an argument is akin to US racists who point to isolated instances of crimes by immigrants or undocumented individuals as a pretext for demanding an end to immigration by ethnicities they don’t like), this time the racially discriminatory objective behind the law was truly out in the open — not only in the debate around its re-adoption, but in the crowing public statement (pdf here) after the law was passed, posted on Twitter by Israeli Minister of the Interior Ayelet Shaked, that reads:

Jewish and Democratic State – 1
State of all its citizens – 0

They are highly recommended listening/reading so that people, rather than relying on the cherry-picked quotes and outrage-fueling subjective interpretations, summaries, and re-articulations of this comments, can decide for themselves what they think of his comments.

And apparently trying to keep the story alive, Deutch tweeted on 3/16:

I’ve texted and called @amnestyusa‘s top spokesperson to ask whether director Paul O’Brien’s comments about Israel + the American Jewish community reflect the positions of Amnesty, which has not weighed in publicly on his speech. I haven’t received a response.”

(USING IHRA DEFINITION TO TARGET ETHNIC STUDIES CURRICULA) Gottheimer letter to DOE: On 3/10, Rep. Gottheimer (D-NJ) sent a letter to Secretary of Education Cardona alleging that “certain school districts are considering implementing ethnic studies curricula that could include deeply troubling antisemitic content. Specifically, certain model curricula include components that antagonize all forms of Zionism and define antisemitism as ‘discimination against, violence towards, or stereotypes of Jews’ for being Jewish, while claiming that ‘criticism of Israel’s policies of apartheid and oppression of Palestinians is not antisemitism. These components directly contradict the internationally agreed-upon working definition of antisemitism from the International Holocaust Remembrance.” The letter goes on to assert: “We need a united, all-of-government effort to combat rising antisemitism and bigotry, including ensuring that we do not fund this type of dangerous and exclusionary curricula in our schools” and also suggests that defining antisemitism the way it is defined in the ethnic studies curricula is directly linked to violence against synagogues in the U.S., including the recent hostage-taking at a synagogue in Texas (committed by…a British-Pakistani citizen in support of an alleged Al Qaeda operative).
