- Analysis: The immediate/explicit target of the bill is CAIR but the language explicitly applies to any 501(c)(3) org out there. The bill requires the IRS to strip non-profit status from any organization “found to have ties to terrorism or terrorist organizations.” The bill, notably, does not define the three key concepts in the bill: “ties“, “terrorism“, and “terrorist organizations.” Moreover, the bill neither explains how or by whom such a “finding” would be made, nor does it not offer any means for challenging ore remediating such a finding.

Carter’s inability to secure a resolution was compounded by a failed military rescue mission in April 1980, which resulted in the deaths of eight U.S. servicemen.
