(PROTECTING HIGHER ED FROM IRS TARGETING) HR 10330 [bill text]: Introduced 9/10/26 by Hernandez (D-NC) and 17 cosponsors (all Democrats), the “Higher Education Oversight for Nonprofits Ensuring Standards and Transparency Act (HONEST Act).” Referred to the  House Committee on Ways and Means. (PROTECTING AMERICANS FROM FOREIGN CENSORSHIP LAWS) HR 10309: Introduced 9/8/26 by Davidson (R-OH) and 4 cosponsors (all Republicans), “To amend title 28, United States Code, to limit the recognition and enforcement of foreign censorship laws in the United States, and for other purposes.” Referred to the House Committee on the Judiciary. Also see:  press release 9/8/26: Davidson Introduces Bill to Block Enforcement of Foreign Censorship Orders Against Americans. NOTE: This bill is clearly focused on the UK, but potentially has implications for Israel, which maintains strict military censorship over media – see: Under the radar: Israel steps up censorship and suppression of independent reporting (Committee for Protection of Journalists 12/11/25)]. Also see: Davidson X-post 9/8/26: “Foreign governments are threatening Americans with fines for speech our Constitution protects. They have no business policing what Americans say. (LEGISLATING IRS GRACE FOR AMERICANS HELD HOSTAGE) HR 9496: Introduced 6/29/26 by Tenney (R-NY) and 2 cosponsors (both Democrats), the “End Tax Penalties on American Hostages Act.” Passed by the House Ways and Means Committee 7/1/26 by a vote of 40-0; reported out of committee 9/8/26 (Report #119-797) and placed on the Union Calendar (meaning it can come up for a vote anytime). NOTE: This legislation was first introduced after the 10/7/23 Hamas attacks and hostage-taking. Since then, the IRS has repeatedly implemented special tax relief for the broad categories of “taxpayers affected by terroristic action in the State of Israel throughout 2024 and 2025,” “taxpayers affected by the Oct. 7, 2023 attacks in Israel” and “taxpayers affected by terroristic action in Israel throughout 2023 and 2024.” Taken together, these policies have (so far) postponed tax payments/filings for affected individuals (going well beyond those taken hostage to include potentially a huge number of Israelis) for three years.

  • FIRE 9/4/26: X-thread – “Yesterday, the U.S. House passed H.R. 4795, which seeks to crackdown on boycotts of Israel by prohibiting colleges receiving federal funding from boycotting Israel or Israeli entities—threatening First Amendment rights. FIRE strongly opposes this bill. Political boycotts sit at the intersection of speech, petition, assembly, and association. On campus, vendor, contract, or investment decisions often flow from protected student and faculty advocacy, as well as institutional expression and association. Calling these disputes “nonexpressive commercial boycotts” does not fix the problem. Campus boycott debates are rarely just procurement fights. They often involve political advocacy, faculty governance, public criticism, and institutional expression. The bill also addresses student and faculty participation in academic programs involving Israeli institutions. FIRE supports the academic freedom rights of students and faculty to engage in educational activities across borders. But protecting students and faculty only against boycotts of Israeli institutions, and not institutions in any other country, raises its own First Amendment concerns. We Support Israel Being Held Accountable for Settlements!

Villages like Umm al-Khair in Masafer Yatta have faced even further violence from emboldened settlers since Israel reclassified their land with no legal basis, transparency, or participation from the people who inhabit the land. This campaign to ethnically cleanse Palestinians from the West Bank and the genocide in Gaza cannot continue. The @StateDept must investigate this sudden reclassification of land in Masafer Yatta and across the West Bank, and Congress must pass legislation to block arms sales immediately.”

Piling on Afro-Palestinian Journalist AFTER She Apologized for Problematic Language

During a recent interview, Afro-Palestinian journalist Rula Jebreal used language in reference to Rep. Hakeem Jeffries (D-NY) that, whether intentionally or not, unquestionably evokes racist anti-Black tropes. Jebreal, when pressed by the interviewer, clarified the non-racist intentions behind her words, and the issued an apology publicly on X (her X-post appeared on 9/4/26 at 2:49pm ET).

Some context on Jebreal [who I note is a dear friend and someone whom I admire/respect tremendously]: “In 2006, on a major Italian television show, Italy’s (famously) first Black Muslim newscaster was on a panel with Roberto Calderoli, a Minister in Silvio Berlusconi government at the time and a leading member of Liga Norte. The topic was the Iraq War. Rather than address her points, Calderoli directed what the Italian newspaper described as a ‘racially charged insult’ her way, causing a scandal that was reported across the Italian press, including in Italy’s leading newspaper. Calderoli is a notorious racist, with a long record of racist remarks (to give just one other example, in 2013, Caledroli likened Cecile Kyenge, Italy’s first Black Minister, physically, not just metaphorically, to an orangutang). This Black Muslim newscaster’s name was Rula Jebreal. Jebreal had come to Italy from Israel and Palestine, after a famously tragic early life, eventually rising to the top of Italy’s ranks of television anchors. As the daughter of a Nigerian immigrant father and a Palestinian mother, she had endured much anti-Black racist abuse both in Palestine and Israel. And Calderoli was far from her first run-in with an Italian racist (anti-Black racism is of course extremely prevalent in Italian society). Jebreal has long been a prominent global voice for the Palestinian cause. As a leading Afro-Palestinean, journalist, a cousin of lifelong advocate for Afro-Palestinians Mousa Qous, Jebreal been a long time target of anti-Black racist abuse both in Europe and her original homeland. She has been deeply involved in advocating for Afro-Palestinians both in Israel and among her fellow Palestinians. She has also called attention to the Depo-Provera controversy in Israel, where the Israeli government widely used long-acting birth control drugs on Ethiopian Jewish women.”

All of that context plus Jebreal’s apology/apoligies notwithstanding, some Democrats seized the opportunity to pile on in attacks against/denunciations of Jebreal. In contrast, few (if any?) of these same Democrats (or groups) have called out Laura Loomer for using racist language against Florida Senate nominee Angie Nixon and other Black women (language that clearly aligns with Loomer’s actual views and language that she has since doubled down on), nor have they spoken out about repeated brazenly Islamophobic comments from members of Congress and political influencers (who, like Loomer, are clear that their INTENTION aligns precisely with their language, and this is language they are using repeatedly). All of which validates the conclusions that the outrage against Jebreal has little to do with the language she used (which she has now repeatedly apologized for), and much more to do with the political views she holds and was expressing (calling out Jeffries — accurately — for consistently standing with/supporting/using his position to implement the pro-Israel, anti-Palestinian agenda of AIPAC). For an excellent discussion of all of this, see: Rula Jebreal, Wajahat Ali and Angela Rye On How Not to Criticize Black Leaders | The Joy Reid Show [9/6/26]. Free Speech/Right to Protest/Targeting Academia
