- [S. 3237, covered in last week’s Round-Up, & S. 2293, covered in the 7/18/25 edition of the Round-Up] X-thread from Joel Braunold (Abraham Center) 11/21/25: “Interesting theme I’m noticing in GOP bills in the senate. Cruz attempt to ban the Muslim brotherhood is based off the 1987 PLO Terror bill because it was the only place where Congress made its own FTO list. Its norm an administration action to list a group. In the late 80s Congress took a major role in trying to limit the executive ability to work with the PLO. This law that governed administrative relations with the PLO is part of the architecture of laws that make up a maze of rules. It was controversial to Regan at the time who issued a signing statement saying that he was signing this while rejecting the constitutionality of the legislative branch inserting itself on his FP prerogative. Here is the Cruz bill that builds off this and adds sanctions. The other bill comes from Budd which seeks to extent a visa ban from PLO officials that was another part of this maze and extend it to those who support terror groups through support of their actions in statements. In both cases laws passed by Congress to limit PLO relationships with the states are now being built upon as the scaffolding for visa bans and terror designations for other groups, visitors, students et al. The congressional moment in late 80s and though the end of Obama where text was passed as limiters on admin actions re the PLO are now the main tools to build on. I can’t imagine the coalitions exist for these laws to pass in this or a near future Congress but clear that much like Congressional laws re the UN – the Palestinian issue and laws surrounding it are the basis of so much of the push to build up additional visa and FTO bans. I think also with the admin less interested in banning relations with Muslim brotherhood given Qatar Turks etc – renewed push from Cruz wing of the party to use Congress to do it.”

- (US NOT ENFORCING LAW W/ RESPECT TO ISRAEL’S ACTIONS IN GAZA) 11/25/25: Letter to SecState Rubio led by Van Hollen (D-MD) & signed by 10 fellow Senate Democrats, on State Department OIG Leay Report. Excerpt: “The findings from this September 2025 State OIG report are deeply concerning. But even more troubling is the fact that this review is simply the latest confirmation from a series of different reports that have each described failures to uphold American human rights laws and policies governing the use of U.S. weapons and other assistance globally. Without effective enforcement mechanisms, these laws and policies become meaningless. Therefore, by December 9, 2025, please respond to this letter with your plans to adjudicate potential Leahy law violations by Israeli security force units and other foreign military partners receiving this category of security assistance in a timely manner in order to ensure compliance with U.S. law.
