  • 8/4/22: FMEP’s Lara Friedman participated in a panel organized by 7amleh – The Arab Center for the Advancement of Social Media, SumOfUs, and MPower Change, discussing ongoing efforts to pressure PayPal to open up services to Palestinians in the West Bank and Gaza. Other panelists were: Mona Shtaya (7amleh) and Linda Sarsour (MPower Change), and moderate Angus Wong (SumofUs). Video here.

(OBSTRUCTING IRAN DIPLOMACY) H. Res. 1307: Introduced 7/29 by Schneider (D-IL) and  Fleischmann (R-TN), “Committing to ensuring that Iran will never acquire a nuclear weapon and supporting the important work of the International Atomic Energy Agency in safeguarding nuclear material around the globe.” Referred to the House Committee on Foreign Affairs.

(NO ARMS SALES TO SAUDI ARABIA) S. J. Res. 58: Introduced 8/4/22 by Paul (R-KY), “A joint resolution providing for congressional disapproval of the proposed foreign military sale to the Kingdom of Saudi Arabia of certain defense articles and services.” Referred to the Committee on Foreign Relations.

(NO ARMS SALES TO UAE) S. J. Res. 59: Introduced 8/4/22 by Paul (R-KY), “A joint resolution providing for congressional disapproval of the proposed foreign military sale to the Government of the United Arab Emirates of certain defense articles and services.” Referred to the Committee on Foreign Relations.

(SHUT DOWN USAID – BUT GIVE MEANINGLESS NOD TO ISRAEL) S. Amdt. 5184: Amendment offered 7/26/22 by Paul (R-KY) to S. 3373, to “offset the increased spending authorized by this Act by temporarily prohibiting the expenditure of any Federal funds by the United States Agency for International Development other than spending for Israel.” Defeated by a vote of 7-90. Notably, Paul has offered this amendment, in various versions, several times (for example, see: Rand Paul amdt to HR 3967). Once again, for the record: The government of Israel does not receive any USAID funding. It receives Foreign Military Financing (FMF), a small amount of Migration and Refugee Assistance (MRA), and additional funds via the Defense Appropriations bill. Yes, there is funding via USAID for “shared society” projects involving Israeli and Palestinians groups, under the Nita M. Lowey Middle East Partnership for Peace Act (MEPPA), but that funding is not “spending for Israel.” So once again: Paul is giving a nod to support for non-existent Israel aid as cover for an effort to shut down USAID worldwide.

LETTERS

(NO VISA FOR IRANIAN PRESIDENT/DELEGATION) Cotton et al letter to Biden: On 8/2/22, Sen. Cotton led a letter — cosigned by Scott (R-FL), Rubio (R-FL), Grassley (R-IA), Ernst (R-IA), Blackburn (R-TN), and Cruz (R-TX) — to President Biden, demanding that he deny visas to the Iranian president and his delegation if they apply for visas to attend the UN General Assembly in New York. 2. Hearings

August 4, 2022: The Senate Foreign Relations Committee’s Subcommittee on the Middle East held a hearing entitled, China’s Role in the Middle East.” The sole witness was Barbara A. Leaf, Assistant Secretary of State for Near Eastern Affairs (testimony). Also see: hearing video; tweet from Subcommittee Chair Murphy (D-CT)“In my role as Chairman of the Foreign Relations sub-committee on the Middle East, I am convening a hearing today at 10:30 to examine China’s role in the Middle East, and how this should – and should not – impact U.S. goals in the region.”

During the hearing, Sen. Van Hollen (D-MD) asked Leaf about the Administration’s policy/efforts on behalf of Americans held captive and killed in the Middle East (see video clip). Specifically, he pressed Leaf on the Biden Administration’s policy regarding an investigation into the killing of journalist Shireen Abu Akleh. Below is the exchange in full — remarkable both for Van Hollen’s determination in pursuing the matter and for what appeared to be the Assistant Secretary’s total lack of preparation both on the policy and on the fact that senators’ on the committee care about the issue (both of which are, frankly, stunning):

  • Van Hollen: …I want to use my time to discuss…what you’re doing to get to the full truth and accountability in the shooting death of an American journalist in the West Bank… Secretary Blinken has repeatedly called for quote an independent credible investigation and for accountability. President Biden has said the same. Just a simple yes or no question: is that still the position of the Biden Administration? The need for independent credible investigation?
  • Leaf: We have asked that there be a credible investigation.
  • Van Hollen: The Secretary is on record a couple of times calling for an independent investigation. That’s a quote.
  • Leaf: You know, I will have to come back to you on that Senator because I that has not been my understanding of where our position was but let me clarify.
  • Van Hollen: Well, I think you’re going to find a number of members very disappointed if that’s the case. On June 23rd, 24 Senators including Senators Murphy and Shaheen and others wrote to the president asking for not only the independent investigation but making it clear that that would require U.S involvement. And just last week the SFOPS Appropriations bill that was released contains similar language calling upon the administration to have U.S involvement. On July 12th a group of SFOPS subcommittee members including Senators Leahy, Murphy, Durbin and myself sent a follow-up letter to Secretary Blinken — have you seen that one?
  • Leaf: I have not.
  • Van Hollen: I urge you to look at that. I mean, this why a lot of us are concerned that, well a lot of us are concerned that this is not getting the attention it deserves if you’re as Assistant Secretary haven’t seen it. We asked for information regarding the report by the U.S security coordinator — have you seen that report?
  • Leaf: Not in full. I’ve been briefed on it. I was out there — I’ve been out to there to speak with our folks several times and I’ve been briefed in detail on it and I followed the course of the U.S security coordinator’s work over the course of five some weeks. So I’m intimately involved. I have not seen the actual report in by letter. And if I can just explain, I haven’t seen that second letter principally because I just came back into town on the weekend and I’ve been really focused on this testimony.
  • Van Hollen: I appreciate that. Well, if you could take a look at it because we asked for a response by last week…so if you could get back to us maybe later today…we asked for significant amount of information regarding that report which as you know just stapled the PA report and the IDF report together and then reached some conclusions. So that was not an independent report. I don’t think anybody has said it is. If I could just also bring your attention the fact that the chairman of the full committee here Senator Menendez and Senator Booker have asked for a senior level classified briefing on the state of the investigation. So, look: I am concerned that the administration is not giving this the attention it deserves.  The Secretary says things like an independent investigation, which he did say, and we’ve called for accountability about an American journalist who got shot and killed. We have expressed our desire and our determination to protect journalists around the world especially in conflict zones. And this is a journalist who was wearing full press regalia at the time she was shot and killed. …there are a number of us that are not going to allow this to be swept under the rug and we’re looking for answers.
  • Leaf: Thank you Senator, I completely take all of your points I can tell you the Secretary added a lengthy discussion with…Defense Minister Gantz, I want to say it was a week ago, and he has been pressing for accountability. But I will be happy to come back to you on all of these issues you raise.
  • Van Hollen: Well thank you and thank you Mr. Chairman.  I would just say an independent an independent report does not include a PA report and an independent report does not include an IDF report. That’s why members of this committee have asked for American involvement in the investigation.
