(TARGETING UN COMMISSION OF INQUIRY ON ISRAEL) HR 7223: As noted in last week’s Round-Up, on 3/24 Stuebe (R-FL), Gonzalez (D-TX), and Wilson (R-SC) introduced HR 7223, “To provide for the abolition of certain United Nations groups, and for other purposes.”  Last week — before the text was public — it already seemed a good bet that this bill was related to targeting Israel/Palestine at the UN. And, lo and behold, that bet was correct! The text is now out and this bill is, in fact, “The COI Elimination Act,” which seeks (as explained by Steube in his press release) “to abolish a United Nations’ anti-Israel commission of inquiry and restrict U.S. taxpayer dollars from funding the commission.” Referred to the Committee on Foreign Affairs. (PROTECTING ISRAEL FROM IRAN, & OTHER GOALS) HR 7330: Introduced 3/31/22 by Jackson (R-TX) and 20 cosponsors, (19 Republicans plus Murphy, D-FL), “To require annual reports on the military capabilities of Iran-backed entities and the impact of lifted sanctions on such capabilities, prohibit the availability of Federal funds to such entities, and for other purposes,” aka, the Keeping Israel Safe from Iranian Proxies Act.” Per Jackson’s press release, the bill would “help protect the Jewish State of Israel from anti-Israel, Iran-backed entities such as Hamas and Hezbollah” by requiring the SecDef to report to Congress on “military capabilities of Iran-backed entities, and the impact that America’s suspension of economic sanctions on Iran may have on those capabilities.” In addition to the new reporting requirement, the bill would prohibit Department of Defense funding from going directly or indirectly to “Iran-backed entities” listed in the bill: “Hamas, Lebanese Hezbollah, Palestinian Islamic Jihad, Popular Front for the Liberation of Palestine, Asa’ib Ahl Al-Haq [active in Syria], Harakat Hezbollah al-Nujaba [active in Syria], Kata’ib Sayyid al-Shuhada [active in Iraq/Syria], Kata’ib al-Imam Ali [active in Iraq], Kata’ib Hezbollah [active in Iraq/Syria], the Badr Organization [active in Iraq], the Fatemiyoun [active in Afghanistan/Syria], the Zainabiyoun [active in Syria], and Ansar Allah (also known as the Houthis) [active in Yemen/Saudi Arabia]”. NOTE: US law already prohibits any US funding, including from the government, from going to US-designated Foreign Terrorist Organizations (like Hezbollah, Hamas, and the PFLP). With that in mind — and notwithstanding the fact that accourding to the bill title this bill is supposedly about supporting/defending Israel — the immediate, concrete objective served by this legislation appears to be to target US policy vis-a-vis Yemen/Saudi Arabia and Syria — consistent, for example, with pressure on Biden from (mainly) Republicans in Congress to re-designate the Houthis a terrorist group (see: here, here, and here). (NO WEAPONS TO *SOME* HUMAN RIGHTS ABUSERS) HR XXXX (pdf): On 4/1, Rep. Jacobs (D-CA) issued a press release entitled, “Jacobs Introduces Legislation to Prevent U.S. Weapons from Being Used to Commit Human Rights Abuses.” This bill (which is not yet in the Congressional Record) is the House companion to S.3558, which was introduced 2/2/22 by Murray (D-WA), one day after Amnesty International released its blockbuster report concluding that Israel is committing the crime of apartheid. Now, two months later, my comment on S. 3558 (in the 2/4/22 edition of the Round-Up), applies equally to this House version, with respect to anyone thinking that this bill might actually mean some kind of concern over/focus on/accountability for Israeli violations of the rights of Palestinians: what are you smoking and are you going to share it with the rest of us? Because these bills, of course, explicitly exempt weapons exports to Israel, along with those to NATO and NATO members, Japan, Australia, the Republic of Korea, and New Zealand, from this new oversight requirement. (NO US WEAPONS FOR BAHRAIN) S. J. Res. 44: Introduced 3/31/22 by Paul (R-KY), “A joint resolution relating to the disapproval of the proposed sale to the Government of Bahrain of certain defense articles and services.” Referred to the Committee on Foreign Relations.

(TARGETING SOCIAL MEDIA) HR XXXX (pdf): On 3/29/22 the Washington Free Beacon reported the imminent introduction of the “No Publicity for Terrorists Act,” reportedly led by Cawthorn (R-NC). The Free Beacon reports that the bill would mandate that social media platforms remove terrorist organizations and their supporters or face a $50,000 fine for every infraction.“ According to the bill text (dated 2/17/22) accompanying the article, the bill in fact targets the social media accounts and activities of any individual “designated as a specially designated national pursuant to the designation process established by Executive Order 13224, titled ‘Blocking Property and Prohibiting Transactions with Persons who Commit,Threaten to Commit, or Support Terrorism’ published on September 23, 2001.” You can see the list of “Specially Designated Nationals” here. LETTERS

(OPPOSING IRAN NUCLEAR DEAL) Comer et al letter to Blinken: On 3/30/22, Rep. Comer (R-KY) led a letter, cosigned by 17 Republican House colleagues, to SecState Blinken, expressing concerns about Iran negotiations and asserting the role of the House Committee on Oversight and Reform in conducting oversight of the effort to restore the Iran nuclear deal. The letter closes, stating: “We are very concerned that these new Iran nuclear negotiations by the Biden Administration will put Americans and the rest of the world at risk. While the President is already required to keep Congress ‘fully and currently informed of any initiative or negotiations with Iran relating to Iran’s nuclear program, including any new or amended agreement,’ we have questions about key staff leaving the Department because of the Administration’s negotiation strategy. We therefore request a staff-level briefing on President Biden’s pursuit to revive the JCPOA and the current nuclear non-proliferation strategy as soon as possible but no later than April 6, 2022. The Committee on Oversight and Reform is the principal oversight committee of the U.S. House of Representatives and has broad authority to investigate ‘any matter’ at ‘any time’ under House Rule X. (TUNISIAN DEMOCRACY) Meeks/Deutch et al letter to Blinken: On 3/28/22, Meeks (D-NY) issued a press release announcing that he and Deutch (D-FL) had led 21 House members in sending a letter to SecState Blinken “urging the State Department to take steps that would support good governance initiatives in Tunisia to address its ongoing democratic backsliding.” That letter (which is dated 3/25/22), urges the State Department, when it comes to its FY2023 budget, “to prioritize programs that support a restoration of democratic governance, strengthen the rule of law, ensure stability, and protect space for local civil society and diverse Tunisian voices when considering U.S. assistance to Tunisia.” Also see Tweets from Meeks (D-NY-5), Deutch (D-FL-22)

(DELEGITIMIZE & SHUT DOWN UNHRC INQUIRY ON ISRAEL!!) AIPAC/Senate letter to Blinken (as posted online by AIPAC as the letter was being lobbied; final/signed version): As previously reported in the Round-Up, during the week of February 28th Sens. Cardin (D-MD) and Portman (R-OH) began seeking co-signers on an AIPAC-backed letter (which shortly thereafter showed up as an initiative on AIPAC’s Action Center), calling on the Biden Administration to kill the UN Human Rights Council’s Commission of Inquiry on the Israeli-Palestinian conflict. The letter states: With the return of the United States to the UN Human Rights Council, we think it is time for the American presence on the Council to be used to address major human rights problems around the world. An important step in this regard would be to redirect the wasteful use of funds and personnel on excessive devotion to demonizing Israel. We write to urge you to prioritize reversing the UN Human Rights Council’s (UNHRC) discriminatory and unwarranted treatment of Israel by leading a multinational effort in the Council and in the UN to end the permanent Commission of Inquiry (COI) on the Israeli Palestinian conflict.” Further down the letter states: Delegitimizing and ultimately eliminating this permanent commission is an opportunity for the administration to fulfill U.S. Ambassador Patrick Kennedy’s pledge to the Council that ‘the U.S. stands with Israel in rejecting the unprecedented open-ended mandate of this Commission of Inquiry, which perpetuates a practice of unfairly singling out Israel in the U.N.’” After a month of intense lobbying around the letter, on 3/28 Sens. Cardin and Portman announced that the letter had been sent to Blinken, signed by a total of 68 senators. This is a solid showing but by no means as strong a showing as has been seen on many AIPAC-backed letters in the past.  Also see:

(TARGETING VOA OVER IRAN [among other things] Perry et al letter to VOA Acting CEO: On 3/25, Rep. Perry (R-PA) led a letter — reported in the Free Beacon — cosigned by 6 Republican colleagues, to VOA Acting CEO Kelu Chao, alleging primarily that the VOA violated its obligation to be non-partisan, but also implying that its Iran coverage is biased. The Free Beacon contends that “The probe is a sign of mounting congressional frustration with VOA’s coverage, particularly of Iran, and its hiring of several individuals who are seen as using the network to carry out a partisan agenda. Iranian dissidents and U.S. officials have accused VOA Persian of being infiltrated by the Iranian regime and used to disseminate the hardline government’s propaganda. While the Trump administration acknowledged this bias and attempted to reform the agency by firing officials like Sieg and implementing a series of reforms, VOA Persian continues to carry water for the Iranian regime, according to the Republican lawmakers.” The members’ letter demands a list of documents, including “copies of any and all records, including any audits, reports, memoranda, drafts, or emails (including those from personal email accounts) regarding concerns with Setareh Derakhshesh Sieg’s leadership of the VOA’s Persian News Network. This includes concerns of VOA’s coverage of the Joint Comprehensive Plan of Action (JCPOA), the Trump Administration’s withdrawal from the JCPOA, the assassination of Qassim Soleimani, and any other topic covered by VOA in which concerns were raised regarding Ms. Sieg’s commitment to the VOA Charter.” Also see Tweets – Biggs (R-AZ-5)

(PROMOTE NORMALIZATION!) Abraham Accords Caucus letter to Blinken: On 3/25, Abraham Accords Caucus Co-Chairs Reps. Wagner (R-MO), McMorris Rodgers (R-WA), Trone (D-MD), and Schneider (D-IL), sent a letter to SecState urging him to use his upcoming trip to the Middle East and North Africa to advance the Abraham Accords and the Israel Relations Normalization Act. (NO ENERGY DEALS WITH IRAN OR VENEZUELA) Rubio letter to President Biden: On 3/25, Sen. Rubio (R-FL) sent a letter to President Biden stating (among other things): “Instead of supporting common sense projects that would strengthen our relationship with our allies and help the energy crisis at home, your administration is working behind closed doors to lift sanctions on the fossil fuel industries controlled by the Maduro regime in Venezuela and the Ayatollahs in Iran. Both of these regimes actively oppose our interests and values at every step, from financing international terrorism, to oppressing their own people. Therefore, I urge you, before seeking to convince bloodthirsty dictators to enter into misguided deals, explore supporting projects in democratic countries that actually want to work closer with us. Doing so will require no moral compromise on our part, while still reaping benefits for the American people.” Also see Rubio Tweet and press release.

(AMNESTY RESPONSES TO MEMBERS OF CONGRESS) Letters here and here: On 3/31/22, Jewish Insider reported on two letters sent by Amnesty International to members of Congress. Amnesty’s letters are in response to letters of outrage sent previously by members of Congress, linked to Amnesty’s recent report on Israeli apartheid and to subsquent comments made by Amnesty’s US director at a public event.

March 31, 2022: The House Foreign Affairs Committee’s Subcommittees on the Middle East, North Africa, and Global Counterterrorism and Europe, Energy, the Environment, and Cyber held a joint virtual hearing entitled, “Opportunities and Challenges in the Eastern Mediterranean: Examining U.S. Interests and Regional Cooperation.” Witnesses were: Alan Makovsky,  Center for American Progress (statement); Alissa de Carbonnel, International Crisis Group (statement); Howard Eissenstat, St. Lawrence University (statement); and Frederick Kagan, American Enterprise Institute (statement).
