1. Bills, Resolutions & Letters

NOTE: While Congress was out of session this week, several Middle East-related bills/resolutions introduced in late 2021 were referred by the House Foreign Affairs Committee (full committee) to the Subcommittee on the Middle East, North Africa and Global Counterterrorism. These are:

  • (SUPPORTING PALESTINIAN NGOS) H. Res. 751: Introduced 10/28 by McCollum (D-MN) and 9 cosponsors (all Democrats) [and today having 11 all-Demcratic cosponsors], “Condemning the repressive designation by the Government of Israel of six prominent Palestinian human rights and civil society groups as terrorist organizations, and for other purposes.” For more see the 10/29/21 edition of the Round-Up.
  • (NO US DIPLOMATIC MISSION IN JERUSALEM EXCEPT EMBASSY TO ISRAEL) HR 6004: Introduced 11/17 by Kustoff (R-TN) and 112 all-Republican cosponsors at the time of introduction (today it has 124 all-Republican cosponsors), “To prohibit the use of funds for a United States Embassy, Consulate General, Legation, Consular Office, or any other diplomatic facility in Jerusalem other than the United States Embassy to the State of Israel, and for other purposes.” For more see the 11/19/21 edition of the Round-Up.
  • (CONGRATS BAHRAIN!) H. Res. 841: Introduced 12/7/21 by Malliotakis (R-NY) and having 7 Republican cosponsors, plus Gottheimer (D-NJ), “Recognizing Bahrain on the 50th anniversary of its independence.” [Including in the “whereas” clauses: “Whereas Bahrain has promoted peace in the region by recognizing the State of Israel’s right to exist in May 2018 and establishing full diplomatic relations with Israel on September 11, 2020 & Whereas Bahrain’s Minister of Foreign Affairs Abdullatif Al Zayani and Israeli Prime Minister Benjamin Netanyahu signed the Declaration of Peace, Cooperation, and Constructive Diplomatic and Friendly Relations Between Israel and Bahrain on September 15, 2020.”]
  • (IRAN HUMAN RIGHTS) H. Res. 744: Introduced 10/25 by Deutch (D-FL) and having 9 bipartisan cosponsors (today it has 43 bipartisan cosponsors), “Condemning the Government of Iran’s state-sponsored persecution of its Baha’i minority and its continued violation of the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.” For more see the 10/29/21 edition of the Round-Up.
  • (USING FAUX CONCERN FOR IRANIAN PEOPLE AS STICK TO BASH BIDEN ADMINISTRATION) H. Res. 800: Introduced 11/17 by Hagedorn (R-MN) and 36 all-Republican cosponsors [today having 41 all-Republican cosponsors], Recognizing the two-year anniversary of the November 2019 massacre by the Islamic Republic of Iran and condemning the human rights violations by the Islamic Republic of Iran.” Referred to the House Committee on Foreign Affairs. The key part of this grandstanding, point-scoring resolution reads: “Whereas during President Donald Trump’s administration, the Department of State released an official report citing the death toll as 1,500; Whereas, in March 2021, the Department of State under the Biden administration released a revised report of the November 2019 protests that lowered the death toll from the confirmed 1,500 to a revised 304; Whereas the revised, smaller death toll of the November 2019 massacre comes from Amnesty International, which has admitted that the assessment of casualties is incomplete; Whereas the move by the Biden administration underscores its commitment to appeasing the Iranian regime…” For more see the 11/19/21 edition of the Round-Up.
  • (CONGRATULATIONS TURKEY & TURKS!) H. Res. 733: Introduced 10/21/21 by Cohen (D-TN) and having 6 bipartisan cosponsors, “Congratulating the people of the Republic of Turkey and Turkish Americans nationwide on the 98th anniversary of Turkish Republic Day.”

(DON’T RE-DESIGNATE HOUTHIS AS AN FTO) Murphy et al letter to Blinken: On 2/23, Sen. Murphy (D-CT) led a letter, co-signed by 10 fellow Senate Democrats, urging SecState Blinken against the re-designation of the Houthi movement in Yemen as a Foreign Terrorist Organization (FTO). The letter states that doing so “would precipitate an economic collapse, dramatically deepen the country’s severe humanitarian crisis, and could undermine the prospects for peace in Yemen.” Co-signers are: Markey (D-MA), Merkley (D-OR), Baldwin (D-WI), Sanders (I-VT), Warren (D-MA), Reed (D-RI), Durbin (D-IL), Booker (D-NJ), Wyden (D-OR), Whitehouse (D-RI), and Van Hollen (D-MD). (RUSSIAN INVASION WILL HURT AMERICANS & ISRAEL) Graves (R-LA) letter to Biden: On 2/22, Rep. Graves (R-LA) sent a letter to President Biden in which (as summarized in his press release) he “predicts a second surge in gasoline and electricity prices because of Russia’s ‘veiled’ invasion of Ukraine. Graves explains why this event will undermine Israeli security in the Middle East, bolster Chinese-Russian leverage and cost all Americans more to drive, heat/cool homes and the cost of making groceries.” Specifically with respect to Israel and the Middle East, he predicts: “To temper global supply shortages, your Administration will be under extraordinary pressure to allow Iranian oil access to global markets — thereby, agreeing to a bad nuclear proliferation agreement with Iran and undermining Israeli security in the Middle East.” Also see: Graves (R-LA-6) 02/24/2022: Twitter thread – “3 potential outcomes if the energy sector is sanctioned and energy prices further surge: 1. Russia will divert its sanctioned/stranded energy to China 2. Biden Admin will be under pressure to allow Iranian oil access to global markets 3. Calls for, once again, tapping our SPR Link to quoted tweet These flawed energy strategies have empowered Russia. Link to quoted tweet

[NO, I’M NOT MAKING THIS UP] (LEARN FROM IDF’S AWESOME TACTICS IN GAZA!) House letter to Dep. SecDef Hicks: At some point last week, Reps. Bacon (R-NE), Luria (D-VA) and Franklin (R-FL) sent a letter to Deputy Secretary of Defense Hicks urging that, “As the Department advances the complementary efforts of Joint All Domain Command and Control (JADC2) and the pursuit of artificial intelligence (AI) technology, we urge you to incorporate recent lessons learned from the Israeli Defense Force (IDF).” The letter goes on to cite analysis by JINSA (which released the letter in a press release touting this citation), and to talk about Israel’s May 2021 military assault on Gaza in highly complimentary terms, noting that “the IDF response to the May 2021 Gaza Conflict provides an important case study of how the IDF utilized machine learning and AI to quickly synthesize massive amounts of data into actionable intelligence that was accurate and timely.” [Note: that military assault involved what international human rights organizations have warned are likely war crimeskilling more than 200 people (mainly civilians), including more than 50 children, and causing massive destruction of homes and civilian infrastructure]. 2. Members of Congress in Israel (and some in the OPT) – Week 2

For a second week in a row, this week saw large numbers of members of Congress (many accompanied by spouses) in Israel, as part of two large delegations paid for by the American Israel Education Foundation (AIEF), which describes itself as “the charitable organization affiliated with AIPAC, America’s pro-Israel lobby…” The delegation of 15 House Democrats was led by House Majority Leader Hoyer (D-MD) [Hoyer press release], and the delegation of “more than two dozen” House Republicans was led by House Minority leader McCarthy (R-CA) [McCarthy press release]. In addition, there was also a J Street-sponsored delegation led by Price (D-NC), a North Carolina Democrat, which reportedly met with both Israeli and Palestinian officials.

These sanctions will not cripple Russia’s economy or deter Putin’s ego. Now is the time for the unity President Biden preached at his inauguration. Congress and the White House must provide that swift and resolved response. We must join together with our allies to End the Nord Stream 2 pipeline project while helping Ukraine gain energy independence. Impose robust global sanctions against the Russian oligarchy. Gottheimer (D-NJ-5) 02/25/2022: Twitter thread – “Shutting down Putin’s access to assets in the United States and sanctioning Russia’s major banks are important first steps in responding to Russia’s aggression and invasion of Ukraine. Hern (R-OK-1) 02/22/2022: Twitter thread – “We’re only in this situation because Putin is taking advantage of Biden’s weak leadership. Putin’s received the assurances he wanted regarding Ukraine’s NATO status; even before the invasion began, Putin was already the victor. He’s shown that his tactics work. A weak @POTUS is unable to stop him. Should opportunistic leaders in China or Iran decide to further test the US, it would spell disaster.

Horsford (D-NV-4) 02/24/2022: Twitter thread – “Putin’s Cold War nostalgia will be his undoing. Ukrainians are fighting back, and the international community is working in concert to isolate Russia and leave Putin weaker than ever. (1/4) Over the past year, the U.S. has provided a historic amount of defensive aid to Ukraine, over $650M. This puts Ukraine in the best possible position to defend its territory and wage a devastating battle against invading Russian forces. (2/4) In recent years, the Russian government has gone to painstaking lengths to hide their casualties lost in Syria and Ukraine from the Russian public. This will not be possible as thousands of U.S.-made Javelins continue to rain down on Russian troops. (3/4) The Russian people will quickly feel the unacceptable pain of Putin’s recklessness. These losses, in conjunction with the economic pain about to be inflicted, will be unsustainable for the despot more fearful of his own people than NATO. (4/4)”

Jacobs (R-NY-27) 02/23/2022: Tweet – “The weakness of the Biden admin has emboldened our enemies. We cannot tolerate attempts by nations like Russia, China and Iran to undermine the United States. Long (R-MO-7) 02/24/2022: Retweet of @RichardGrenell – “Joe Biden & Democrat Senators dropped the sanctions on Russia’s pipeline creating the precise moment Putin saw American weakness. And don’t forget, Biden and his crew took the Houthis off the terror list. The UAE was then bombarded with missiles (the media is hiding this fact).

McCarthy (R-CA-23) 02/22/2022: [GETTR] – “Vladimir Putin’s decision to launch a renewed invasion of Ukraine is reprehensible. Sadly, Joe Biden consistently chose appeasement and his tough talk on Russia was never followed by strong action. Lethal aid was slow-walked, anti-air and anti-ship capabilities were never directly provided, pre-invasion sanctions proportionate to the aggression Putin had already committed were never imposed, and sanctions on Nord Stream 2 were waived. China, Iran, and North Korea are watching. They must see us respond firmly to this Russian aggression with sanctions and economic penalties. We stand in complete solidarity with the innocent Ukrainian people and vow to continue to support them as they defend themselves from Putin’s unprovoked onslaught.

Malliotakis (R-NY-11) 02/22/2022: Twitter thread – “.@POTUS’ weak ‘wait and see’ foreign policy strategy has only emboldened Russia to accelerate its aggression towards Ukraine and our European allies. Mast (R-FL-18) 02/24/2022: Twitter thread – “The US and our allies must draw a red line and make it clear that this act of war will not be tolerated. (THREAD) I am calling for the House Foreign Affairs Committee and Senate Foreign Relations Committee to hold an immediate, emergency joint meeting to implement policies to isolate Vladimir Putin and force him to remove his forces from sovereign Ukraine. cc: @HouseForeign @SenateForeign I met with Afghan refugees today. They saw their lives turned upside down in a matter of days: girls banned from school, families uprooted and futures uncertain at best. Now, with Putin’s invasion, the Ukrainian people are facing a similar fate. There’s no doubt that weakness leads to war. Abandoning the policies of peace through strength, border security, energy independence and a self-reliant supply chain was not in the national or global best interest, and it has led to catastrophic foreign policy failures as well. Nonetheless, our country must now be united in helping our leaders find the strength needed to confront this challenge because China, Iran and North Korea are all watching, and a premeditated, unprovoked act of war cannot stand.

Meijer (R-MI-3) 02/18/2022: Twitter thread – “Sick to my stomach watching Putin lay the propagandistic groundwork to invade Ukraine; contrarian thoughts on the role of rational Presidents in foreign affairs… Link to quoted tweet The contradiction of our ‘rules based order’ is it exists in a Hobbesian world, but acknowledging as much undermines the Lockeian aspiration to global embrace of the rule of law. Dilemma obvious: Biden lays out what will happen; Putin ponders concludes reward>risk (2/5) Winding way of saying crazy can be good sometimes (predictability = liability). Soleimani…was like a landmine going up in the middle of a soccer pitch- all the other players freeze, insecure in each step along ground they once carelessly ran across. (3/5) Putin knows more or less what Biden will do, and can bake that response into his calculus. What is rational to a 69 year old autocrat aware that there are long knives being sharpened, lying in wait for the first sign of vulnerability, is not what is rational to Biden. (4/5) Biden is acting rationally with Putin and now a major ground war appears inevitable. Obama acted rationally with Assad and a quarter million Syrians died. Obama acted rationally with Putin and Crimea was annexed and the Donbas destabilized. Predictability is a liability. (5/5)

Our allies and adversaries alike see that US leadership is nowhere to be found. First the Biden Admin steps aside for the Taliban, now Russia. The Taiwanese are rightly very worried. Putin doesn’t want to be part of the current international order. He wants to blow it up. China, Iran and North Korea are watching with similarly malevolent intentions…

Toomey (R-PA) 02/24/2022: Twitter thread – “While the sanctions announced today are a small step in the right direction, I fear they will be inadequate to deter Putin from further aggression. By failing to impose significant sanctions on the Russian oil and gas industry, which accounts for the majority of all Russian exports, the administration is intentionally leaving the biggest industry in Russia’s economy virtually untouched. The sanctions imposed on Russian banks, while welcome, may not isolate the Russian financial system from international activity. That’s why the U.S. should impose crippling sanctions on Russia’s oil and gas sector and Iran-style secondary sanctions on Russian banks that force the world to choose between doing business with Russia or the United States. Meanwhile, it’s imperative that the U.S. step up its efforts to aid and equip Ukrainian freedom fighters. This includes supplying them with weapons, logistics support, and intelligence. Now is the time for the U.S. and our allies to send a strong message to the world: We stand with the Ukrainian people.

Weber (R-TX-14) 02/24/2022: Twitter thread – “Democrats’ war on energy and President Biden’s strategy on relations with Russia have increased our oil prices and threatens to leave us energy dependent instead of independent. 1/5 This has emboldened Vladimir Putin to launch a full-scale armed conflict — the likes of which we have not seen in Europe since WWII. It is time for America to be the leader we have always been on the world stage and put an end to the policies that give Russia leverage. 2/5 This includes: cancelling the Nord Stream 2 pipeline, reversing federal land drilling policy, prioritizing U.S. energy development, and coming together with our allies in the region to impose harsh sanctions. 3/5 If we fail to firmly stand with Ukraine and their people against this disgraceful attack, it won’t be long before China, Iran and North Korea will be emboldened as well. 4/5 Now is the time to be strong, stand by our allies in democracy and enact polices of long-term strength. The world is watching. 5/5”

Young (R-AK-0) 02/22/2022: Twitter thread – “Putin’s push for an invasion of #Ukraine is an egregious act that must be condemned and responded to. As the situation evolves, I continue monitoring developments in the region. This is the time to stand with the Ukrainian people against this unprovoked & undemocratic assault. In 2021, the Biden Admin waived sanctions on the Russian company building the Nord Stream 2 pipeline & its Chief Executive. Just last month, Senate Democrats hypocritically used the filibuster to keep Nord Stream 2 pipeline sanctions from reaching the 60-vote margin for passage. The completion of the Nord Stream 2 pipeline would put many countries in Europe further under the thumb of the Russian government by making them more dependent on Russia for their energy needs, thus further emboldening Putin and his cronies. I am pleased that today, Germany halted the certification of Nord Stream 2. This is a positive development, but we need to project American leadership to counter Putin. The time is now to truly unleash Alaska – and America’s – energy sector. There is no reason for America and our allies to rely on Russian energy exports when we can produce it right here at home. This week, President Biden finally announced sanctions against Russia, but why did it take so long? This is not only a crisis for freedom-loving people in Ukraine, but a test for our nation. Unfortunately, President Biden waited for Putin to be breathing down Ukraine’s neck before taking action. Other adversaries like China, Iran, and North Korea are watching. They are taking notes on how we respond, which is why we must firmly and decisively stand up to Putin in defense of Ukrainian sovereignty.
